Background

The “Beyond Barriers: Resilience of Roma in the Western Balkans” project is a regional initiative aimed at improving the economic status, social inclusion, and combating antigypsyism among Roma communities in five Western Balkans countries: North Macedonia, Bosnia and Herzegovina, Serbia, Albania, and Kosovo.

The project is supported by the European Union and implemented by the Institute for Research and Policy Analysis Romalitico, in partnership with Kali Sara – Roma Information Center. Its goal is to strengthen the inclusion of Roma through policies and initiatives that address economic disparities, combat antigypsyism, and promote social integration.

Objective of the Position

The Job Matching Officer will be responsible for developing, coordinating, and implementing vocational training programs for Roma NEET (Not in Education, Employment, or Training) individuals.

Key focus areas:

  • Enhancing employability of Roma NEET individuals.
  • Facilitating job matching and career coaching.
  • Promoting inclusive hiring practices within the region.

Key Responsibilities

1. Development and Implementation of Vocational Training Programs

  • Conduct needs assessments to identify specific vocational skills required by Roma NEET individuals.
  • Develop training programs with curricula tailored to industry demands and participant needs.
  • Recruit qualified trainers in areas such as construction, IT, hospitality, etc., to deliver high-quality training.

2. Hands-on Training and Job Placement Services

  • Provide coaching services on job applications, interview preparation, and career development.
  • Conduct research on industries with growth potential in the Western Balkans and align training programs accordingly.
  • Establish partnerships with local businesses to create job placement opportunities.
  • Develop a skills and competencies database of Roma individuals to streamline job matching.
  • Facilitate job matching and placement, supporting participants throughout the hiring process.
  • Advocate for inclusive hiring policies with government agencies, businesses, and stakeholders.

3. Advocacy for Inclusive Employment Policies

  • Facilitate policy dialogues with government agencies, legislators, and advocacy groups.
  • Ensure employment policies recognize antigypsyism and promote Roma inclusion at national and regional levels.

Qualifications and Experience

Education:

  • University degree in Business Administration, Law, Political Science, International Relations, Social Sciences, Human Resources, or related field desirable but not required.

Experience:

  • Minimum 3 years in vocational training, employment services, or job matching, preferably with marginalized groups or Roma communities.
  • Proven experience in developing and implementing training programs or employment initiatives, ideally within EU-funded projects.
  • Knowledge of labor market trends and growth sectors in the Western Balkans is a plus.

Skills:

  • Strong communication and interpersonal skills for engagement with communities, employers, and government representatives.
  • Excellent organizational and project management abilities.
  • Fluent in English.

Reporting

The Job Matching Officer will report directly to the Project Coordinator and collaborate with regional project partners. Regular reporting on training program progress, job placement statistics, and related activities is required.
